These high tensile anchor bolts, as their name implies, are designed to fit "through" the fixture using the same drill size and body diameter. This allows you to place your bracket or baseplate, drill straight through it into the concrete, and install the anchor bolt without having to move it. This makes them ideal for installing structures, assemblies, and fabrications that are already in place and cannot be moved.
